REGULAR MEETING OF THE BOARD OF COUNTY COMMISSIONERS

            ALL PRESENT:  Commissioner Morse, Chair; Commissioner Waters and White; Board Clerk Teri Reitz; Clerk and Recorder Jeff Martin.

            PLEDGE:  MOMENT OF SILENCE, Held.

Commissioner Waters made a MOTION to TABLE Item 2A on the Consent Agenda, Commissioner White seconded.  Passed Unanimous. 

            PUBLIC COMMENTS ON REGULAR, CONSENT AND FILED AGENDA ITEMS – Five citizens spoke in support of Stacy Zinn.  Hearing no other comments Commissioner Morse continued the Board Meeting. 

            CLAIMS – Batches 26-069, 26-070 and 26-071.  Commissioner White made a MOTION to approve the Claims, Commissioner Waters seconded.  Passed Unanimous. 

            CONSENT AGENDA – 1.  COUNTY ATTORNEY – A.)  MetraPark Community Board Bylaws.  B.)  Chapel Release.  2.  FINANCE – A.)  City-Count Special Investigations Unit Agreement between YCSO & BPD for the Period 1/1/26 through 12/31/26. – TABLED.  B.)  Notice of Award – Metra Crowd Management Services RFP.  C.)  Request for Proposals – Banking Services.  D.)  Term Extension for ARPA Grant #AM-22-0063.  3.  PUBLIC WORKS – Resolution 25-132 to Abandon a Portion of Lucern Avenue.  4.  HUMAN RESOURCES – PERSONNEL ACTION REPORTS – Sheriff’s Office – 1 Appointment; Detention Facility – 1 Appointment, 1 Termination; County Attorney – 1 Termination.

            FILE ITEMS – 1.  AUDITOR – Payroll Audit November 1 to November 15, 2025.  2.  HUMAN RESOURCES – November 1 – November 15 Payroll Audit.  3.  PUBLIC WORKS – Snow Removal Contract for Pryor Creek Estates – RSID 776m with Rick Ramsbottom.  Commissioner Waters made a MOTION to approve the amended Consent Agenda and place the File Items to file, Commissioner White seconded.  Passed Unanimous. 

COMMISSIOENRS – A.)  Interviews for House District 52.  The Commissioners interviewed Jenna McKinney, Stacy Zinn and Rhonda Knudsen.  B.)  Appointment of House District 52 Representative.  Commissioner Waters made a MOTION to appoint Stacy Zinn as House District 52 Representative, Commissioner White seconded.  Passed Unanimous. 

            PUBLIC COMMENTS ON COUNTY BUSINESS – Hearing no comments Commissioner Morse adjourned the meeting at 9:42 a.m.
