MINUTES November 12, 2025. Commissioner Waters made a MOTION to approve the Minutes, Commissioner White seconded. Passed Unanimous.
Commissioner Waters made a MOTION to move the Bid Opening to the first thing on the agenda, Commissioner White seconded. Passed Unanimous.
BID OPENING A.) Open and Acknowledge RFP for Metra Crowd Management Services. Mr. Steve Williams, Yellowstone County Attorney stated that last week we did an Open and Acknowledge RFP for Metra Crowd Management Services and today we have one additional bid. One bid was located after the meeting last week, it was inadvertently sent to Metra, it was properly addressed and received prior to the deadline. It was just sent to the wrong place. Because it had the proper address, and it was received timely it is appropriate to open and acknowledge the bid. One bid was received from Whelan Security, and it was opened and acknowledged. Commissioner Waters made a MOTION to refer the bid to staff for recommendation back to this board, Commissioner White seconded. Passed Unanimous. B.) Bid Opening for the 2026 RSID Chip Seal and Crack Seal Project Bid Due Date has been Extended to Monday December 15, 2025, at 3:00 p.m. Commissioner Waters made a MOTION to accept the extension of the bid due date to Monday December 15, 2025, Commissioner White seconded. Passed Unanimous.

FINANCE Resolution 25-130 of Intent to Expand RSID 733M Red and King Gulch Road and Setting the Public Hearing for Tuesday, December 30th, 2025, at 9:00 a.m. in Room 3108. Commissioner Waters made a MOTION to approve Resolution 25-130, Commissioner White seconded. Passed Unanimous.
PLANNING DEPARTMENT Resolution 25-128 of Intent to Adopt Amended Yellowstone County Building for Rent or Lease Regulations Setting the Public Hearing for Tuesday December 23rd, 2025, at 9:00 a.m. in Room 3108. Commissioner Waters made a MOTION to approve Resolution 25-128, Commissioner White seconded. Passed Unanimous.
LAUREL PLANNING Preliminary Plat Fox Field Subdivision. Mr. Forrest Sanderson, President of PEAKS Planning and Consultants stated that the proposed subdivision would create 4 new lots and allow for proposed residential development on the parcels. The property is located west of Laurel on Lori Rae Lane. Mr. Sanderson went through the proposed conditions. Commissioner Waters made a MOTION to conditionally approve Preliminary Plat Fox Field Subdivision with the SIA and the Findings of Fact, Commissioner White seconded. Passed Unanimous.
CLAIMS Batches 26-060, 26-061, 26-062 and 26-063. Commissioner White made a MOTION to approve the Claims, Commissioner Waters seconded. Passed Unanimous.
