REGULAR MEETING OF THE BOARD OF COUNTY COMMISSIONERS

            ALL PRESENT:  Commissioner Morse, Chair; Commissioners Waters and White; Board Clerk Teri Reitz; Clerk and Recorder Jeff Martin.

            MINUTES – November 4, 2025.  Commissioner Waters made a MOTION to approve the Minutes, Commissioner White seconded.  Passed Unanimous.

Commissioner Waters made a MOTION to table Item 2 – Laurel Planning – Preliminary Plat Fox Field Subdivision, Commissioner White seconded.  Passed Unanimous.  

            9:00 a.m. PRESENTATION – Safety Dividend.

            9:00 a.m. BID OPENING – Open and Acknowledge RFP for Metra Crowd Management Services.  Bids were opened and acknowledged from CMS and Shield Event Services.  Bids were required to have a $5,000 bid bond.  CMS’s bid did not have a bid bond.  Commissioner Waters made a MOTION to refer the bids to staff for recommendation back to this board, Commissioner White seconded.  Passed Unanimous.

            PUBLIC COMMENTS ON REGULAR, CONSENT AND FILED AGENDA ITEMS – Hearing no comments Commissioner Morse continued the Board Meeting.

            COMMISSIONERS – Proclamation – 16 Days of Activism Against Gender Violence.  Commissioner White read the proclamation into the record.  Commissioner White made a MOTION to approve the proclamation, Commissioner Waters seconded.  Passed Unanimous.

            LAUREL PLANNING DEPARTMENT – Preliminary Plat Fox Field Subdivision.  Commissioner Waters made a MOTION previously to table this. 

            CLAIMS – Batches 26-057, 26-058 and 26-059.  Commissioner White made a MOTION to approve the Claims, Commissioner Waters seconded.  Passed Unanimous.

            CONSENT AGENDA – 1.  CLERK AND RECORDER – Amended Lot 5-A, block 4, Sanctuary Canyon Estates, 2nd Filing.  2.  COMMISSIONERS – Board Openings – Updated List.  3.  FINANCE – A.)  Change Order #1 – TW Ridley – Extension Building.  B.)  Carroll Drainage Annual Financial Report FY25.  C.)  Request for Qualifications – Insurance Agent/Brokerage Services.  4.  INFORMATION TECHNOLOGY- Approval of MOU with the Office of the Court Administrator for County IT to Provide Support for Tablets for Access to Court Security Feeds in Yellowstone County Courthouse.  5.  METRAPARK – Metra Trust Check Log for October 2025.   6.  PUBLIC WORKS – A.)  Recommendation of Award to RDO Equipment for the Public Works Large Wheel Loader.  B.)  Bottom Dump Trailer Bid Recommendation of Award.  C.)  Yellowstone County Public Works Memorandum of Understanding with Lockwood Water and Sewer District for the Phase 3 Sewer Subdistrict and Lockwood Subdivision Water Improvements Project.  7.  HUMAN RESOURCES – PERSONNEL ACTION REPORTS – Detention Facility – 1 Appointment; Sheriff’s Office – 1 Appointment, 1 Salary & Other; Motor Vehicle – 1 Appointment.

            FILE ITEMS – 1.  CLERK AND RECORDER – Board Minutes – MetraPark Advisory Board.  2.  CLERK OF DISTRICT COURT – October 2025 Checks and Disbursements.  3.  COMMISSIONERS – Tax Appeal Board Minutes – 11/5/25.  4.  FINANCE – Annual Agreements between the City of Laurel and Laurel Urban Fire Service Area (LUFSA), Laurel Rural Fire District #5, and Laurel Rural Fire District #7 for Fiscal Year 26.  5.  PUBLIC WORKS – A.)  Snow Removal Contracts with John’s Home and Yard Service for Cloverleaf, Grizzly Creek, Huntley Estates, Oakridge, Sanctuary Canyon, Sierra Estates and Vista Buttes Subdivisions.  B.)  Snow Removal Contract with CSI, Inc. for Tanglewood Subdivision.  C.)  Agreement with Ridge Point Builders, LLC for Fall Gravel Maintenance Work.  Commissioner Waters made a MOTION to approve the Consent Agenda and place the File Items to file, Commissioner White seconded.  Passed Unanimous.

            PUBLIC COMMENTS ON COUNTY BUSINESS – Hearing no comments Commissioner Morse adjourned the meeting at 9:14 a.m.
