          ALL PRESENT:  Commissioner Morse, Chair; Commissioners Waters and White; Board Clerk Teri Reitz; Clerk and Recorder Jeff Martin.

          MINUTES – August 19, 2025.  Commissioner Waters made a MOTION to approve the Minutes, Commissioner White seconded.  Passed Unanimous.

          9:00 a.m. RECOGNITION – Anna Ullom – Finance – 10 Years of Service. 

          9:00 a.m. PUBLIC HEARINGS – A.)  Resolution 25-100 to Amend FY25 Regular Budget and Amend FY25 Final and FY26 Initial Grant Budgets.  Ms.  Jen Jones, Finance Director gave some background.  Commissioner Morse opened the Public Hearing.  Eighteen people spoke in opposition of cutting the Yellowstone Art Museum Budget.  Commissioner Morse continued the public hearing until September 2, 2025. This is the first of two public hearings, so no action is required today.  B.)  Resolution 25-101 Adopting Fiscal Year 2025-2026 Budget and Setting Special District Levies. Commissioner Morse opened the Public Hearing.  Commissioner Morse continued the public hearing until September 2, 2025. This is the first of two public hearings, so no action is required today.           PUBLIC COMMENTS ON REGULAR, CONSENT AND FILED AGENDA ITEMS – Hearing no comments Commissioner Morse continued the Board Meeting.

          FINANCE – Resolution 25-98 Fiscal Year 2026 Rural Special Improvement Maintenance District (RSID) Assessment.  Commissioner Waters made a MOTION to approve Resolution 25-98, Commissioner White seconded.  Passed Unanimous.

          PUBLIC WORKS – A.)  Resolution 25-104 to Appoint the Board of Viewers for Abandonment of a Portion of North 20th Road – The Board of Viewers Comprises Commissioner Mark Morse, Clerk and Recorder Jeff Martin, Transportation Planner Lora Mattox, and Public Works Project Manager Logan McIsaac.  Commissioner Waters made a MOTION to approve Resolution 25-104, Commissioner White seconded.  Passed Unanimous.  B.)  Resolution 25-105 to Appoint the Board of Viewers for Abandonment of a Portion of North 22nd Road – The Board of Viewers Comprises Commissioner Mark Morse, Clerk and Recorder Jeff Martin, Transportation Planner Lora Mattox, Public Works Project Manager Logan McIsaac.  Commissioner Waters made a MOTION to approve Resolution 25-105, Commissioner White seconded.  Passed Unanimous.  C.)  Resolution 25-108 to Set the Public Hearing on the Board of Viewer’s Report for the Abandonment of a Portion of the Roads and Alleys in Magnus Subdivision 2nd Filing – Public Hearing Set for Tuesday, September 9, 2025.  Commissioner Waters made a MOTION to approve Resolution 25-108, Commissioner White seconded.  Passed Unanimous.

          CLAIMS – Batches 26-020, 26-021, 26-022.  Commissioner White made a MOTION to approve the Claims, Commissioner Waters seconded.  Passed Unanimous.

          PUBLIC COMMENTS ON COUNTY BUSINESS – Mr. Kevin Nelson spoke about the traffic accidents, racing and wreck less driving in the city.  Hearing no other comments Commissioner Morse adjourned the meeting at 10:03 a.m.
