          ALL PRESENT:  Commissioner Ostlund, Chair; Commissioners Morse and Jones; Board Clerk Teri Reitz; Clerk and Recorder Jeff Martin.

          PLEDGE: MOMENT OF SILENCE, Held.

          9:30 a.m. PUBLIC HEARING – Resolution 23-59 Amending the Load Restricted County Roads in Yellowstone County; the Resolution Amending County Ordinance 07-107. Tim Miller, Public Works Director, gave brief background information. Commissioner Ostlund opened the public hearing. Hearing no comments Commissioner Ostlund closed the public hearing. Commissioner Jones made a MOTION to approve Resolution 23-59. Commissioner Morse seconded. Passed Unanimous.

          PUBLIC COMMENTS ON REGULAR, CONSENT AND FILED AGENDA ITEMS - Hearing no comments Commissioner Ostlund continued the Board Meeting. 

          BIG SKY ECONOMIC DEVELOPMENT AUTHORITY – A.)  Notice of Application for Tax Benefits from WP East 80, LLC. Commissioner Morse made a MOTION to accept the Notice of Application for Tax Benefits from WP East 80, LLC, Commissioner Ostlund seconded. Commissioner Jones state he did not think they should be granting this type of tax abatement for the type of facility this is. Passed 2-1. B.)  Resolution 23-60 of Intent to Grant Tax Benefits to WP East 80, LLC and setting the Public Hearing for Tuesday May 16, 2023 at 9:30 a.m. in Room 3108. Commissioner Morse made a MOTION to approve Resolution 23-60, Commissioner Ostlund seconded. Commissioner Jones stated he did not believe they meet the requirements as $15.00 an hour is what the original application said, and this program is supposed to be incentivizing companies to build things and bring in new jobs. Passed 2-1. C.)  Notice of Application for Tax Benefits from the Players Club, Inc. Commissioner Morse made a MOTION to approve the Notice of Application for Tax Benefits from the Players Club, Inc., Commissioner Ostlund seconded. Passed 2-1. D.)  Resolution 23-61 of Intent to Grant Tax Benefits to the Players Club, Inc. and Setting the Public Hearing for Tuesday May 16, 2023 at 9:30 a.m. in Room 3108. Commissioner Morse made a MOTION to approve Resolution 23-61, Commissioner Ostlund Seconded. Passed 2-1.     

          FINANCE– Resolution of Intent to Expand RSID 846M Skycrest Estates Sub – Park, and Setting the Public Hearing for Tuesday June 13, 2023 at 9:30 a.m. in Room 3108. Commissioner Morse made a MOTION to approve Resolution of Intent to expand RSID 846m Skycrest Estates Sub – park, and setting the public hearing. Commissioner Jones seconded. Passed Unanimous.  

          CLAIMS – Batches 23-160, 23-161, 23-162, 23-163, 23-164 and 23-165.  Commissioner Jones made a MOTION to approve the Claims, Commissioner Morse seconded.  Passed Unanimous.
