REGULAR MEETING OF THE BOARD OF COUNTY COMMISSIONERS

          PRESENT:  Commissioner Jones, Chair; Commissioners Ostlund and Pitman; Board Clerk Teri Reitz; Clerk and Recorder Jeff Martin.

          PLEDGE.

          MINUTES – January 18, 2022, January 25, 2022, February 1, 2022, February 8, 2022, and February 15, 2022.  Commissioner Ostlund made a MOTION to approve the Minutes, Commissioner Pitman seconded.  Passed Unanimous.

          Commissioner Ostlund made a MOTION to TABLE item 2D on the Consent Agenda, Commissioner Pitman seconded.  Passed Unanimous. 

          9:30 a.m. BID OPENING – Bid Opening for Audit Services.  Commissioner Ostlund made a MOTION to reject the bids because the Invitation for Bid was not advertised properly, Commissioner Pitman seconded.  Passed Unanimous. 

          PUBLIC COMMENTS ON REGULAR, CONSENT AND FILED AGENDA ITEMS – Hearing no comments Commissioner Jones continued the Board Meeting.

            PUBLIC WORKS – A.)  Notice of public Comment and Review of Environmental Review Record for the Replacement of Bridge 03-03 over BBWA Canal – Setting the Public Hearing for Tuesday April 19, 2022, at 9:30 a.m. in Room 3108.  Commissioner Ostlund made a MOTION to approve the Notice of Public Hearing, Commissioner Pitman seconded.  Passed Unanimous.  B.)  Notice of Public Hearing for the Preliminary Engineering Report and the Submittal of a Montana Coal Endowment Program (MCEP) Application for the Replacement of the Bridge 03-03 over BBWA – Setting the Public Hearing for Tuesday April 26, 2022, at 9:30 a.m. in Room 3108.  Commissioner Pitman made a MOTION to approve Notice of Public Hearing, Commissioner Ostlund seconded.  Passed Unanimous. 

          CLAIMS – Batches 22-148 and 22-149.  Commissioner Pitman made a MOTION to approve the Claims, Commissioner Ostlund seconded.  Passed Unanimous. 

          CONSENT AGENDA – 1.  COMMISSIONERS – A.)  Board Appointment – David McFarland to Youth Services Center Board.  B.)  Board Reappointment – Robert Wolske to Shepherd Fire Service Area.  C.)  Corrected Resolution 21-73 to Grant Tax Incentive for MT Sun LLC.  2.  FINANCE – A.)  Sheriff’s Office Request to Expend for In-Car Camera System.  B.)  MetraPark ARPA Projects: Addendum to Scope of Work with Cushing Terrell for the Security System, LED Signs & PA System.  C.)  Montana Board of Crime Control Grant Award for Youth Services Center Visiting Room Modifications.  D.)  Contact between Yellowstone County and Montana Department of Commerce for the Food Bank’s CDBG Program – Contract #MT-CDBG-CV-22-14 / TABLED.  3.  PUBLIC WORKS – A.)  Contract for Double Chip Seal Project on Mainwaring Road.  B.)  Agreement with Yellowstone Drag Strip for the Double Chip Seal of Mainwaring Road.  C.)  2021 Yearly Gas Tax Mileage Certification Form and Maps.  4.  SHERIFF – Amended FY2022-2023 Computer Maintenance Agreement between YCSO and City of Billings IT.  5.  HUMAN RESOURCES – PERSONNEL ACTION REPORTS – County Attorney – 1 Appointment, 1 Salary & Other, 2 Terminations; Motor Vehicle- 1 Termination.

          FILE ITEMS – No File Items.  Commissioner Ostlund made a MOTION to approve the Consent Agenda, Commissioner Pitman seconded.  Passed Unanimous. 

          PUBLIC COMMENTS ON COUNTY BUSINESS – Hearing no comments Commissioner Jones adjourned the meeting at 9:33 a.m.
