REGULAR MEETING OF THE BOARD OF COUNTY COMMISSIONERS

            ALL PRESENT:  Commissioners Jones, Chair; Commissioners Ostlund and Pitman; Board Clerk Teri Reitz; Clerk and Recorder Jeff Martin.

          PLEDGE.

          PUBLIC COMMENTS ON COUNTY BUSINESS – Hearing no comments Commissioner Jones continued the Board Meeting.

          9:30 a.m. PRESENTATION – A.)  Walking Montana Prize Drawings.  The Commissioners drew the winners of the Walking Montana Prizes.   B.)  Draft 2020 – 2024 TIP Amendment 2.  Mr. Scott Walker, Transportation Planner states Federal Regulations require that Metropolitan Planning Organizations (MPO) review and update their Transportation Improvement Program (TIP) periodically.  Given timing and funding adjustments with several transportation projects, the current Billings 2020-24 TIP must be amended to maintain compliance with State and Federal requirements.  The 2020-2024 TIP amendments include the Billings Bypass, Yellowstone River Bridges, Numerous Safety Projects and MET Transit funds will be added to the program.  Commissioner Ostlund made a MOTION to approve the TIP Amendment #2 and send that approval on to the PCC, Commissioner Pitman seconded.  Passed Unanimous.   

          COMMISSIONERS – A.)  Unified Health Committee – COVID 19 Update.  Mr. John Felton gave an update on COVID 19.  B.)  Proclamation – Breast Cancer Awareness Month.  Commissioner Pitman made a MOTION to approve the Proclamation 21-92 – Breast Cancer Awareness Month, Commissioner Ostlund seconded.  Passed Unanimous.  2.  FINANCE – Budget Transfer – PILT for Metra Master Plan.  Commissioner Ostlund made a MOTION to approve the Budget Transfer, Commissioner Pitman seconded.  Passed Unanimous.   

          CLAIMS – Batches 22-053, 22-054, 22-055 & 22-056.  Commissioner Pitman made a MOTION to approve the Claims, Commissioner Ostlund seconded.  Passed Unanimous. 

          CONSENT AGENDA – 1.  CLERK AND RECORDER – Plat of Stoick Subdivision and the S.I.A.  2.  COMMISSIONERS – Board Reappointments – J.R. Reger to Tax Appeal Board; Ted Cross to Tax Appeal Board; Laura Myers to Tax Appeal Board; Rebecca Jeter to Historic Preservation Board; Becky Wagner to Youth Services Center Board.  3.  FINANCE – A.)  Facilities Contract with Diamond Parking to Transfer Contract from Miller Trios, to Yellowstone County.  B.)  Facilities Contract with Pride of Montana for Miller Building Janitorial Services.  C.)  Bond for Lost Warrant.  D.)  Contract with Rainbow Gas for Natural Gas Pricing.  4.  METRAPARK – Perkins & Will Proposal for MetraPark Master Plan and Support Letter from the MetraPark Advisory Board.  5.  PUBLIC WORKS – A.)  Invitation for Bid for the Purchase of Three New Wheel Loaders.  B.)  Release for Emerald Eagle Estates.  6.  HUMAN RESOURCES – PERSONNEL ACTION REPORTS – Justice Court – 2 Appointments; County Attorney – 1 Salary & Other; Sheriff’s Office – 1 Appointment, 1 Salary & Other.

          FILE ITEMS – 1.  AUDITOR – Payroll Audit September 16 to September 30, 2021.  2.  FACILITIES – Application to Use Courthouse Lawn – Disabled American Veterans.  3.  HUMAN RESOURCES – September 16 – September 30 Payroll Audit.  Commissioner Ostlund made a MOTION to approve the Consent Agenda and place the File Items to file, Commissioner Pitman seconded.  Passed Unanimous. 

          PUBLIC COMMENTS ON COUNTY BUSINESS – Hearing no comments Commissioner Jones adjourned the meeting at 10:36 a.m.
