REGULAR MEETING OF THE BOARD OF COUNTY COMMISSIONERS

          ALL PRESENT:  Commissioner Jones, Chair; Commissioners Ostlund and Pitman; Board Clerk Teri Reitz; Clerk and Recorder Jeff Martin.

          PLEDGE.

          MINUTES – September 7, 2021 and September 14, 2021.  Commissioner Ostlund made a MOTION to approve the Minutes, Commissioner Pitman seconded.  Passed Unanimous.

          9:30 a.m. PRESENTATION – Swearing in of New Sheriff’s Deputy – Deputy Tyler Osborne.

          9:30 a.m. RECOGNITION – Steven Metzger – Detention Center – 35 Years of Service, Greg Fisher – Road and Bridge – 25 Years of Service, Kathleen Marie Petersen – Clerk of Court – 10 Years of Service.

          9:30 a.m. PUBLIC HEARING – A.)  Resolution 21-56 to Remove Dry Hydrant Portion of RSID 790M West King Commercial Park.  Commissioner Jones opened the Public Hearing.  One person spoke in favor of Resolution 21-56.  Hearing no other comments Commissioner Jones closed the Public Hearing.  Commissioner Ostlund made a MOTION to approve Resolution 21-56, Commissioner Pitman seconded.  Passed Unanimous.  B.)  Resolution 21-58 to Create RSID 868M.  Commissioner Jones opened the Public Hearing.  Hearing no comments Commissioner Jones closed the Public Hearing.  Commissioner Pitman made a MOTION to approve Resolution 21-58, Commissioner Ostlund seconded.  Passed Unanimous. 

          PUBLIC COMMENTS ON REGULAR AND CONSENT AGENDA ITEMS – Hearing no comments Commissioner Jones continued the Board Meeting.

          CLAIMS – Batches 22-040, 22-041 and 22-042.  Commissioner Pitman made a MOTION to approve the Claims, Commissioner Ostlund seconded.  Passed Unanimous.

          CONSENT AGENDA – 1.  CLERK AND RECORDER – A.)  Plat of Digger Subdivision and the S.I.A.  B.)  Plat of Neslo Subdivision and the S.I.A.  2.  COUNTY ATTORNEY – MOU with Department of Corrections for Montana Women’s Prison Transport.  3.  EXTENSION SERVICES – FY2022 Extension Services Agreement between Montana State University Extension and Yellowstone County.  4.  FINANCE – DNRC Grant for Emergency Repair Work Done on the BBWA Canal.  5.  PUBLIC WORKS – Final Resolution 21-90 to Abandon a Portion of 9th Street West in Laurel.  6.  SHERIFF – Indemnity Agreement between Department of Homeland Security (DHS) and Yellowstone County Sheriff’s Office for use of the YCSO Shooting Range.  7.  HUMAN RESOURCESPERSONNEL ACTION REPORTS – Justice Court – 1 Appointment, 1 Termination; Motor Vehicle – 1 Termination; County Attorney – 1 Appointment, 1 Salary & Others; Detention Facility – 3 Terminations; Sheriff’s Office – 1 Salary & Other.

          FILE ITEMS1.  CLERK AND RECORDERBoard Minutes – County Water District of Billings Heights.  2.  EMERGENCY AND GENERAL SERVICES – EMPG Closeout Request Letter.  3.  FACILITIES – Application to Use Courthouse Lawn.  4.  FINANCE – Budget Transfer for YSC Air Handler.  5.  TREASURER – Treasurer’s Disbursements and Checks for August 2021.  Commissioner Ostlund made a MOTION to approve the Consent Agenda and place the File Items to file, Commissioner Pitman seconded.  Passed Unanimous.

          PUBLIC COMMENTS ON COUNTY BUSINESS – Hearing no comments Commissioner Jones adjourned the meeting at 9:44 a.m.
