REGULAR MEETING OF THE BOARD OF COUNTY COMMISSIONERS

Tuesday July 13, 2021

 

          ALL PRESENT:  Commissioner Jones, Chair, Commissioner Pitman; Board Clerk Teri Reitz; Clerk and Recorder Jeff Martin.

          PLEDGE.

          Commissioner Jones made a MOTION to add-on #2 Resolution 21-47 of Intent to Overturn Approval of Marijuana Businesses in Yellowstone County Pursuant to HB701 and #3 Resolution 21-48 of Intent to Presenting to Qualified Electors of Yellowstone County the Question of a 3% Local Option Marijuana Excise Tax Pursuant to HB701, Commissioner Pitman seconded.  Passed Unanimous.   

          MINUTES – July 6, 2021.  Commissioner Pitman made a MOTION to approve the Minutes, Commissioner Jones seconded.  Passed Unanimous. 

          PUBLIC COMMENTS ON REGULAR AND CONSENT AGENDA ITEMS – Hearing no comments Commissioner Jones continued the Board Meeting. 

          METRAPARK – A.)  Calendar of Events.  Mr. Bill Dutcher, General Manager went through three months of calendar events.  B.)  Ticket Sales.  Mr. Ray Massie, Marketing Manager stated that ticket sales for upcoming shows are going well.  The Luke Combs show has sold 9,600 tickets, Blippi has sold 1,000 tickets.  C.)  Montana Fair.  Mr. Ray Massie, Marketing Manager stated the commercial vendors for Montana Fair have sold out.  There have been 364 valu passes sold.  D.)  Masterplan.  Mr. Tim Goodridge, Assistant General Manager stated that dates are being scheduled for public input regarding the Masterplan. 

          ADD-ON - #2. – Resolution 21-47 of Intent to Overturn Approval of Marijuana Businesses in Yellowstone County Pursuant to HB701.  Commissioner Jones made a MOTION to approve Resolution 21-47 and set the public hearing for Tuesday August 3, 2021, Commissioner Pitman seconded.  Passed Unanimous. 

          ADD-ON - #3. – Resolution 21-48 of Intent to Presenting to Qualified Electors of Yellowstone County the Question of a 3% Local Option Marijuana Excise Tax Pursuant to HB701. 

          CLAIMS – Batches 21-237, 21-238, 21-239, 22-003, 22-004, 22-005.  Commissioner Pitman made a MOTION to approve the Claims, Commissioner Jones seconded.  Passed Unanimous.  Commissioner Jones mase a MOTION to approve Resolution 21-48 and set the public hearing for Tuesday August 3, 2021, Commissioner Pitman seconded.  Passed Unanimous.   

          CONSENT AGENDA – 1.  COMMISSIONERS – A.)  Support Letter – Mountain View Colony ARPA Competitive Grant.  B.)  Professional Services Contract between Billing Community Cable Corporation (Community Seven) and Yellowstone County.  2.  COUNTY ATTORNEY – Addendum 1 to the Mental Health Services Contract with the Mental Health Center.  3.  FINANCE – MetraPark Contract K2 Construction – Carnival Lot Punch List.  4.  Montana State Fund Policyholder Asset Endorsement.

          FILE ITEMS – 1.  AUDITOR – Payroll Audit – June 16 to June 30, 2021.  2.  COMMISSIOENRS – HRDC General Relief Assistance Program Quarterly Report.  3.  COUNTY ATTORNEY – Release and Settlement of All Claims.  4.  FACILITIES – Application to Use Courthouse Lawn.  5.  HUMAN RESOURCES – Response to the Payroll Audit Findings – (June 16th through June 30th Pay Period).  Commissioner Pitman made a MOTION to approve the Consent Agenda and place the File Items to file, Commissioner Jones seconded.  Passed Unanimous. 

          PUBLIC COMMENTS ON COUNTY BUSINESS – Hearing no comments Commissioner Jones adjourned the meeting at 9:50 a.m.
