REGULAR MEETING OF THE BOARD OF COUNTY COMMISSIONERS

          ALL PRESENT:  Commissioner Jones, Chair, Commissioners Ostlund and Pitman; Board Clerk Teri Reitz; Clerk and Recorder Jeff Martin.

          PLEDGE.

          MINUTES – May 25, 2021.  Commissioner Ostlund made a MOTION to approve the Minutes, Commissioner Pitman seconded.  Passed Unanimous. 

          9:30 a.m. PRESENTATION – MetraPark Entryway Concept Plan – Final Plan.  Ms. Earen Hummel of Sanderson Stewart gave the presentation.  Commissioner Pitman made a MOTION approve MetraPark Entryway Concept Plan – Final Plan, Commissioner Ostlund seconded.  Passed Unanimous. 

          PUBLIC COMMENTS ON REGULAR AND CONSENT AGENDA ITEMS – Hearing no comments Commissioner Jones continued the Board Meeting.

          COMMISSIONERS – Department of Public Health and Human Services – Service Provider Designation Form.  Commissioner Pitman made a MOTION to give 17% to Alternatives and 83% to Rimrock Foundation, Commissioner Ostlund seconded.  Passed Unanimous. 

          CLAIMS – Batches 21-211 and 21-212.  Commissioner Pitman made a MOTION to approve the Claims, Commissioner Ostlund seconded.  Passed Unanimous. 

          CONSENT AGENDA – 1.  CLERK AND RECORDER – Corrected Plat of Yellowstone Trail Subdivision.  2.  COMMISSIONERS – A.)  Board Appointment – Jonathan Klasna to Laurel City/County Planning Board.  B.)  Lockwood Pedestrian Safety Plan – CDBG Grant Application and Letters of Support.  C.)  FY 2022 Salary Increase for Non-Union Employees and the FY22 Salary Schedule.  D.)  Board Appointment – Travis Smith to Lockwood Pedestrian Safety District.  3.  FINANCE – A.)  Request to Expend by the Sheriff’s Office for Radio Communications Equipment.  B.)  Finance Scanning Project.  C.)  Facilities Contract with Firstmark Construction for Detention Facility Site Improvements.  D.)  Bond for Lost Warrants.  4.  HUMAN RESOURCES – A.)  Professional Services Contract with Puiggari Consulting Services.  B.)  PERSONNEL ACTION REPORTS – Detention Facility – 2 Terminations; Justice Court – 1 Termination; Sheriff’s Office – 3 Salary & Other.

          FILE ITEMS – 1.  AUDITOR – Payroll Audit – May 1 to May 15, 2021.  2.  COMMISSIONERS – A.)  Riverstone Health Grant Letter.  B.)  Cornerstone Meadows Subdivision – Noise Ordinance.  3.  FINANCE – Budget Transfer – Detention Equipment.  4.  HUMAN RESOURCES – May 1 through May 15 Payroll Audit.  Commissioner Ostlund made a MOTION to approve the Consent Agenda and place the File Items to file, Commissioner Pitman seconded.  Passed Unanimous. 

          PUBLIC COMMENTS ON COUNTY BUSINESS – 10:00 a.m. Public Hearing for the Elected Officials Compensation Board in Room 3108.  HD 52 Interviews Thursday June 3, 2021 at 3:00 p.m. in Room 3108.  K.C. Williams, DES Director stated that there has been noticeable movement on the BBWA Ditch between 13th and 14th Street.  Mr. Dave Staton, stated the he lives in the area of the BBWA Ditch and when the ditch is shut off the residents have not been notified.  Hearing no other comments Commissioner Jones adjourned the meeting at 9:45 a.m.
