REGULAR MEETING OF THE BOARD OF COUNTY COMMISSIONERS

          ALL PRESENT:  Commissioner Pitman, Chair Pro-Tem and Commissioners Jones via Microsoft Teams.

          PLEDGE.

          MINUTES – April 6, 2021.  Commissioner Pitman made a MOTION to approve the Minutes, Commissioner Jones seconded.  Passed Unanimous.

          PUBLIC COMMENTS ON REGULAR AND CONSENT AGENDA ITEMS – Hearing no comments Commissioner Pitman continued the Board Meeting.

          METRAPARK – A.)  Master Plan.  Mr. Tim Goodridge – Assistant General Manager stated that there will be a banquet on April 21^st at the Northern Hotel to discuss the MetraPark Master Plan.  Public listening sessions will also begin soon.  B.)  Ticket Sales.  Mr. Ray Massie – Marketing Manager stated ticket sales are going well.  The Price Is Right and Travis Tritt tickets will go on sale this Friday.    C.)  Events Calendar.  Mr. Bill Dutcher – General Manager went through three months of calendar events.  D.)  Fair Headliners.  Mr. Ray Massie, Marketing Manager stated that the Fair Headliners have been finalized and will be announced soon.   

          PUBLIC COMMENTS ON METRAPARK/FAIR BOARD BUSINESS – Hearing no comments Commissioner Pitman continued the Board Meeting.

          CLAIMS – Batches 21-182, 21-183, 21-184, 21-185 and 21-186.  Commissioner Pitman made a MOTION to approve the Claims, Commissioner Jones seconded.  Passed Unanimous.

          CONSENT AGENDA – 1.  COMMISSIONERS – Letter from Custer Community and School Support Foundation – Funding Request.  2.  COUNTY ATTORNEY – Resolution 21-25 for Prosecutorial Assistance in State v. A.N.  3.  FINANCE – A.)  Justice Court Request to Expend for a New Copier.  B.)  Bond for Lost Warrant.  C.)  Recommendation of Award for Courthouse Security to Guardian Security.  D.)  Contract with Guardian Security for Courthouse Security.  E.)  Yellowstone County Detention Facility – Polish/Seal Interior Concrete Floors – Rejection of all Bids.  4.  PUBLIC WORKS – Striping Contract with Streamline Markings, Inc. for 2021 New Paving.  5.  SHERIFF – A.)  Renew Adult Education Contract with Adult Education Center of Billings Public Schools for Yellowstone County Detention Facility.  B.)  Interlocal Agreement between Montana Highway Patrol and Yellowstone County.  6.  HUMAN RESOURCES – PERSONNEL ACITON REPORT - GIS – 1 Salary & Other; COUNTY ATTORNEY – 1 Appointment. – The County Attorney PAR was removed from the Consent Agenda. 

          FILE ITEMS – 1.  AUDITOR – Payroll Audit March 16 to March 31, 2021.  2.  CLERK OF DISTRICT COURT – Checks and Disbursements for March 1 – 31, 2021.  3.  COMMISSIONERS – A.)  DEQ Draft Environmental Assessment for Hazardous Waste Permit Modification.  B.)  DEQ Notice Regarding Shepherd School Wastewater Permits.  4.  HUMAN RESOURCES – March 16 through March 31, 2021 Payroll Audit.  5.  TREASURER – Treasurer’s Disbursements and Checks for March.  Commissioner Pitman made a MOTION to approve the Minutes, Commissioner Jones seconded.  Passed Unanimous. 

          PUBLIC COMMENTS ON COUNTY BUSINESS – Hearing no comments Commissioner Pitman adjourned the meeting at 9:44.
